Preheat your oven to 350°F (175°C) and grease a 9x9-inch baking dish or a similar-sized casserole dish.
In a skillet over medium heat, cook the ground sausage until it's browned and cooked through. Remove any excess grease, if necessary.
In the same skillet, sauté the diced bell peppers and onions until they are tender and slightly caramelized.
In a mixing bowl, whisk together the eggs, heavy cream, shredded cheddar cheese, garlic powder, salt, and black pepper.
Place the cooked sausage at the bottom of the greased baking dish. Spread the sautéed vegetables over the sausage. Pour the egg mixture evenly over the sausage and vegetables.
